Dmitry Chernyshenko
Deputy Prime Minister of the Russian Federation
Dear participants and guests of the XIII International Forum for Technological Development TECHNOPROM-2026,
Welcome to one of the most authoritative expert platforms uniting representatives of government, business, and the scientific community!
Traditionally, the Forum is held during the Decade of Science and Technology, declared by the President of the Russian Federation, Vladimir Putin. As the Head of State emphasizes, it is crucial today to enhance the role of science in addressing the strategic tasks of Russia's development.
TECHNOPROM is growing increasingly popular: since 2022, the number of participants has nearly doubled – from 12,000 people representing 19 nations to almost 20,000 delegates from 33 countries last year.
The key theme of the 2026 Forum is ‘Russian Science – the Foundation of Technological Leadership’. Within this framework, participants will discuss the progress of national projects focused on technological leadership and the ‘Youth and Children’ initiative, the achievements of Russian science and high-tech industry, as well as the development and implementation of cutting-edge knowledge-intensive technologies in the economy.
Today, a comprehensive scientific and educational infrastructure is being created in Russia, including a network of modern world-class university campuses. One such campus is taking shape here, in Novosibirsk – a facility with a total area of approximately 78,000 sq. m, comprising modern laboratories, dormitories, and new buildings for the Specialized Educational and Scientific Center. In total, by the order of President Putin, a constellation of 25 student campuses is to be established in Russia by 2030. Additional opportunities for professional growth and self-realization of young people are provided by the Priority‑2030 program, advanced engineering schools, and youth laboratories.
To address complex scientific and research challenges, a network of unique megascience facilities – unrivaled anywhere in the world – is also being built. This year in the Novosibirsk Region, we are launching SKIF – Siberian Circular Photon Source – a 4+ generation synchrotron.
All these measures create the conditions for the development of Russian science and the personnel training system, thereby ensuring the achievement of technological leadership – a national goal set by President Putin.
I wish you productive work at TECHNOPROM, constructive dialogue, and impactful projects for the benefit of Russian science!
