New reagents, vibroacoustics and small satellites: the successful experience of Novosibirsk engineers is recommended for other regions

The Novosibirsk region presented the successful experience of AES (Advanced Engineering School) at the federal discussion on the staffing of technological leadership.

As part of the panel discussion "The Role of Advanced Engineering Schools in the Staffing of Technological Leadership", the Novosibirsk Region presented a unique experience in the implementation of the federal project "Advanced Engineering Schools", implemented within the framework of the national project "Youth and Children". The report on the scientific and educational potential of the region and the breakthrough results of AES NSU became key at the event dedicated to overcoming the shortage of engineers and achieving technological sovereignty.

Representatives of the Ministry of Education and Science of the Russian Federation and the National Technology Initiative Foundation highly appreciated the model of Novosibirsk State University, which integrates academic science, education and the real sector of the economy.

"The AES project is a key tool for integrating science, education and industry. Its goal is not just to train engineers, but to create leaders capable of responding to the most complex technological challenges and ensure Russia's competitiveness on the world stage. The project is successful in those regions where the regional leadership is actively involved in coordination. And the Novosibirsk region in this regard is a powerful locomotive", said Vitaly Grishkin, Director of the Department for Coordination of Educational Organizations of the Ministry of Science and Higher Education of the Russian Federation.

The Minister of Science and Innovation Policy of the Novosibirsk Region Vadim Vasiliev shared his successful experience in the region, where a high concentration of scientific institutions is combined with developed small and medium businesses. He spoke in detail about the work of AES "Cognitive Engineering" on the basis of NSU, which moved from training researchers to creating technological platforms. The head of the Ministry of Science of the Novosibirsk Region emphasized that a powerful scientific and educational complex became the basis for the successful implementation of the project in the region. The Novosibirsk region, which occupies 5th place in the national ranking of scientific and technological development, has significant potential: 34 research institutes, 22 universities, technoparks and a megascience class installation - the Siberian Circular Photon Source "SKIF" under construction.

"It was the multidisciplinarity of the Novosibirsk Scientific Center and its close relationship with high-tech business that made it possible to create an effective AES model based on NSU, which by the end of 2024 is one of the ten best in the country", Vadim Vasiliev emphasized. - The task of AES is not only to train personnel, but also to create new technologies and products. The goal of the project is to create at least 10 technological platforms with an income of more than 500 million rubles each by 2030. We believe that this is a very real prospect and it will become a serious contribution to the real sector of the economy and to the technological sovereignty of the country", the minister summed up.

The uniqueness of the NSU AES model lies in the transition from monodisciplinary training to the creation of interdisciplinary technological platforms in product logic. Six competence centers have been created in the region (Biotechnology and Medicine, Aerospace Instrumentation, Oil and Gas Engineering, etc.), which work on specific tasks of industrial partners, creating finished products.

As part of the project, an on-board radio complex for the Marathon multi-satellite group (within the framework of the Sphere project) was developed and tested in the region. NSU has gone from creating separate instruments to mass production of small spacecraft. The only testing laboratory in Russia for fiber optic sensors has been created, and vibroacoustic diagnostic systems are being developed. The oil and gas industry has launched a geophysical monitoring platform, which is used at the construction site of the SRF "SKIF", and an autonomous seismic monitoring system transmits data through satellites. In the field of biotechnology, new laboratories have been opened (genome-wide technologies, bioinformatics), work is underway to create a reagent base for personalized medicine.- Vadim Medvedev, Director General of the National Technological Initiative (NTI) Foundation, focused on critical conditions for the long-term success of the AES project after the completion of the grant support stage.

"The main risk is the loss of motivation of industrial partners to finance schools after the end of the state grant. Often industrial partners dissolve. Why? Because motivation is lost", the speaker noted.

That is why the expert called an important issue for the sustainability of AES a clear regulation of intellectual rights to developed technologies, as well as a stable model of financing AES by the industry after the grant, which directly depends on a well-thought-out intellectual property policy that guarantees the interests of both the university and the partner.

As a result of the speech, the experience of the Novosibirsk region was recommended for replication in other regions as a successful example of the integration of academic science, higher education and the needs of high-tech industry to respond to the challenges of the shortage of engineering personnel.
