On the Day of a Mechanical Engineer, the III All-Russian Scientific and Technological Dictation was held in 57 regions of Russia, which was organized by the Fund for Scientific and Technological Development of the Novosibirsk Region and the Ministry of Science and Innovation Policy of the Novosibirsk Region with the support of United Russia as part of the XII International Forum for Technological Development "Technoprom-2025".

The participants tested their knowledge and learned new facts from the history of key inventions and achievements that determined the outcome of hostilities during the Great Patriotic War.

The official start of the dictation was given by the Deputy Governor Irina Manuilova at the site of the new campus of Novosibirsk State University (NSU). The Vice-Governor noted that Victory technologies are not only pages of the glorious past, they are also technologies for future victories of Russia - in the area of scientific and technical sovereignty, economic development and technological leadership. These are the national goals set by Russian President Vladimir Putin.

"This year the dictation is being held for the third time, in the first year the topics were drones, last year - biotechnology. This year is dedicated to Victory technologies. In the Great Patriotic War, our country became a winner, including involving its science, its scientists in solving serious problems, and even then new developments, technologies, innovations, as we now call it, went to rearmament the army, to the front and helped. The task of dictation is to unite people, to remind of events that are extremely important, connecting the past and the future. Dear friends, I want to wish you success. This is the last event of the XII forum "Technoprom-2025". Today we are closing it and starting preparations for the Technoprom-2026 forum", - said Irina Manuilova.

As Sergei Morozov, Deputy Head of the United Russia faction and First Deputy Chairman of the State Duma Committee on Regional Policy and Local Government, noted, the dictation is more than just a knowledge test, it is a tribute to the feat of our ancestors, who, through their intellectual work, have made an invaluable contribution to the common cause, and also the opportunity to see how solutions found during the harsh war years formed the basis of many modern achievements.

- Final results will be announced on November 4;
- Winners taking 1st, 2nd, and 3rd places will receive prizes from the Technoprom Forum;
- A unified rating will be compiled for all participants: the top 100 will receive certificates confirming their technological intelligence, while all other participants will receive certificates of participation;

On October 28, the final meeting of the Program Committee was held, summing up the organization and holding of the XII International Forum for Technological Development "Technoprom-2025," held within the framework of the Russian Scientific and Technological Week.

The forum gathered a wide audience of concerned persons: representatives of the scientific community, employees of regional authorities. Participants openly exchanged views on the achievements of the forum, listened to proposals and offered recommendations for improving the formats of follow-up events.

The meeting was opened by the Governor of the Novosibirsk Region Andrei Aleksandrovich Travnikov. The main indicators of the forum:

In Novosibirsk, the delegation of the Commission of the Parliamentary Assembly of the Union of Belarus and Russia on Science and Education, headed by Chairman Olga Germanova, discussed cooperation with the leadership of the region and scientists. The delegation visited Novosibirsk State University and Akademgorodok, and then held a meeting at the Exhibition Center of the Siberian Branch of the Russian Academy of Sciences. Results of the XII International Forum for Technological Development "Technoprom-2025": we remember how it was!

"Technoprom-2025" has once again proved its importance as an important platform for combining the efforts of the state, business and the scientific community in order to implement projects and promote high technologies. Over three busy days, the event was attended by more than 19 thousand guests - industry professionals, scientists and high-level managers. More than two hundred large-scale events were organized: plenary sessions, conferences, round tables and discussions.

Among the features of the forum is its high international component. Participants from 32 countries of the world gathered at the site, as well as a delegation from all constituent entities of the Russian Federation - a total of 71 regions, 157 delegates came from abroad.

Experts and senior managers made a huge contribution: more than a thousand two hundred well-known specialists representing key sectors of the economy and leading scientific centers gave speeches.

Traditionally, a striking event was the holding of a large specialized exhibition, covering a total area of 7,388 m². It houses stands of more than 150 companies demonstrating the latest developments and advanced solutions in the field of high technologies.

Projects of industrial giants, small innovative firms and regional clusters are presented separately.

One of the most important results of the forum was concrete steps to create conditions for mutually beneficial cooperation: during the days of work, 73 agreements and a protocol of intent were signed, opening up new horizons for the development of high-tech sectors of the domestic economy.

From August 29 to August 31, the largest festival of science and art "TechnoArt" took place in Novosibirsk for the second time. On the square in front of the Pobeda cinema, festival guests listened to lectures from scientists, watched popular science films, judged the "Fidjital Dance Battle", wrote a play along with a neural network, sang along with Alexander Pushny and chose the symbols of Novosibirsk.

"The main goal of the festival is to reboot the idea of science. We break the stereotype that it is difficult and boring, and show its creative, artistic and truly exciting side. "TechnoArt" is a bridge between reality and the future that everyone wants to be in. Here science meets art, giving rise to surprise and inspiration", said Anastasia Ivashina, executive director of the Fund for Assistance to the Development of the Scientific and Technological Sphere of the Novosibirsk Region.

The total number of people who attended the festival for three days was 48 thousand people. More than 30 free events took place on the Pobeda cinema square for residents and guests of Novosibirsk, and more than 25 experts from science, technology, medicine, business and creativity made lectures, film screenings, public talks and presentations.

The main theme of "TechnoArt" this year was the use of artificial intelligence in science and creativity. Visitors to the festival became co-authors of the play "One Day in the Life", the text and scenery for which AI created in front of their eyes, and the actors of the Globus Theater read from the stage. In the musical battle, the audience chose who performs the best known works - a neural network or a cover group. As a result, the live performance won, and the audience was able to hear the songs of Nadezhda Kadysheva in rock style and Leonid Agutin in reggae style. Also, within the framework of the festival, for the first time in Novosibirsk, the Fijital Dance Battle took place, the youngest participant of which was an 8-year-old dancer. 78 professional dancers first competed with a digital set-top box, and then 16 finalists entered a real battle with each other.

"I can say that it is much more difficult to compete with real people in battle than with a virtual console. I think it will always be so, after all, dance is creativity that does not lend itself to analysis and algorithms", the winner of the battle, dancer, teacher and choreographer Ilya Babich, shared his impressions.

Also, guests of the festival did morning exercises with Olympic champion Yevgeny Podgorny and sports mascots - Snowman from HC Sibir and Elk Lokos from Lokomotiv volleyball club. And on the eve of the Day of Knowledge on "TechnoArt" it was possible to write a total dictation with the text "Memory of Childhood" from the writer Marina Moskvina and listen to the Novosibirsk choir "The City Sings" with songs from childhood performed by hundreds of schoolchildren.

"Artificial intelligence is already helping in the work of medicine today. Where AI is involved in information processing, the results of procedures are consistently improved. If we optimally bring together progressive digital technologies and the high professionalism of doctors, we will find a "golden" individual approach to everyone," said the chief physician of the State Budgetary Healthcare Institution of the Novosibirsk Region "Clinical Center for Family Health and Reproduction" and one of the speakers of the festival Anna Vyatchinina.

During the festival, visitors voted offline and online, with which they associate Novosibirsk. Based on the results of the answers, the neural network created an image of the city. The top associations of residents and guests of Novosibirsk included a zoo, embankment, Ob Sea, Akademgorodok, scientists, students, science, Karachinskaya and multifora.

Also, from August 29 to August 31, chess tournaments, presentations of higher educational institutions of Novosibirsk, an exhibition of AI works "Code of Art" with the creations of eight Russian creators worked on the square near Pobeda, and four popular science films were shown. "We would like TechnoArt to live in Novosibirsk not only for these three days, but for its formats to go into the daily life of the city. Obviously, in the next 20 years, all technological professions will change, but the profession of a creator in new spheres of science and genres of art is still unattainable for artificial intelligence. The process of creation remains in the hands of people, and we want Novosibirsk residents who experience joy from creativity and experiments to become more, this moves science and art forward. Every evening on the stage of "TechnoArt" there were performances by musical guests - showman and rock singer Alexander Pushnoy, jazz singer Varvara Ubel, Russian indie pop group "Both Two." Participants of the University Technological Entrepreneurship Platform took part in an exhibition and discussions on measures to support the Technologies federal project.

Startups from Russian universities presented their developments and pilot products at the stand of the Ministry of Science and Higher Education at the XII International Technological Development Forum Technoprom-2025.

"For three years, the Platform has become an important assembly point, where at every stage of a startup's development - from the emergence of an idea to implementation - the necessary accompanying tools and services have been created. About 800 thousand people passed through the Platform's events and thousands of them became part of the process of creating small technology companies (STC), which in the coming years are designed to become the basis of an innovative economy. We are actively continuing this work together with the Ministry of Economic Development already within the framework of the Technologies federal project and consider it important to maintain and develop a dialogue between science and business, "said Olga Petrova, Deputy Minister of Science and Higher Education of Russia.

During the inspection of the exhibition, Deputy Prime Minister Dmitry Chernyshenko personally tested one of the medical solutions - the non-invasive Teraphoton glucometer, created by scientists from ITMO University (St. Petersburg).

The team of the startup "Terahertz Photonics" has developed a compact and easy-to-use device for monitoring glycemia and observing blood sugar levels. The technology is based on a non-invasive method for determining the level of glucose and glycated hemoglobin in the blood - the Deputy Prime Minister just had to put his finger on a small panel for 45 seconds, after which the device gave the test result: the indicators are normal.

According to Anna Vozianova, co-founder and executive director of the startup, there are no analogues to such a hardware complex in the world. "We have a prototype ready, a patent has been obtained, we plan to cooperate with Russian companies and create our own technological platform for the serial production of devices - we are looking for investments for this project. We plan to produce a glucometer in the form of a bracelet - for long-term monitoring of blood sugar levels", she said.

While the device was testing, the ITMO University team presented another development - a 6G router and an optimized route method in next-generation wireless networks. The Deputy Prime Minister was also shown the technological solution of the Harmonics startup from the Startup Studio of Tomsk Universities, which detects electrical and mechanical defects in any electric motors and can be used in the oil and gas, mining and other industries. Now the development is being tested at several sites of RusHydro - in particular, at the Bureyskaya and Sayano-Shushenskaya hydroelectric power stations. Tomsk startup studios also presented the Biochist project, a biological product for treating effluents from fats at meat processing enterprises.

In addition, the exhibition presented the project of the Institute of Gastronomy of the Siberian Federal University - the startup "Scientific Dacha" to create phytolamps with a special light spectrum for hydroponics.

Within the framework of the forum, representatives of startups also took part in the panel discussion "Energy boost: the best mix of support measures", organized by the University Technology Entrepreneurship Platform.

Deputy Governor of the Novosibirsk Region Irina Manuilova drew attention to the fact that technological leadership is impossible without technological entrepreneurship. "Synergy of support measures at the federal and regional levels - and in the Novosibirsk region there are 21 such measures - make it possible to make the path from an idea to a product as short as possible. It is important that in conditions of a shortage of personnel there is an opportunity to realize oneself through a project. As a result of the work - more than 50% of GRP - this is the contribution of small and medium-sized companies," she said.

Technology entrepreneurs themselves drew attention to the fact that for the development of startups, not only financial assistance is needed, but first of all, support in finding a qualified customer and a platform for a pilot.

"The assistance of the authorities and the entire infrastructure for assisting the technical representative is especially necessary here. A company of 10-25 people can come up with something innovative, but a qualified customer is required to help form the correct Terms of Reference for the use of this technology in a particular industry. And we need help in B2B communications, finding partners - those who will be ready to test the pilot, "said Ivan Shelemba, a graduate of Novosibirsk State University, founder of SibSensor.

The Minister of Science and Innovation Policy of the Novosibirsk Region Vadim Vasiliev shared his successful experience in the region, where a high concentration of scientific institutions is combined with developed small and medium businesses. He spoke in detail about the work of AES "Cognitive Engineering" on the basis of NSU, which moved from training researchers to creating technological platforms. The head of the Ministry of Science of the Novosibirsk Region emphasized that a powerful scientific and educational complex became the basis for the successful implementation of the project in the region. The Novosibirsk region, which occupies 5th place in the national ranking of scientific and technological development, has significant potential: 34 research institutes, 22 universities, technoparks and a megascience class installation - the Siberian Circular Photon Source "SKIF" under construction.

"It was the multidisciplinarity of the Novosibirsk Scientific Center and its close relationship with high-tech business that made it possible to create an effective AES model based on NSU, which by the end of 2024 is one of the ten best in the country", Vadim Vasiliev emphasized. - The task of AES is not only to train personnel, but also to create new technologies and products. The goal of the project is to create at least 10 technological platforms with an income of more than 500 million rubles each by 2030. We believe that this is a very real prospect and it will become a serious contribution to the real sector of the economy and to the technological sovereignty of the country", the minister summed up.

The uniqueness of the NSU AES model lies in the transition from monodisciplinary training to the creation of interdisciplinary technological platforms in product logic. Six competence centers have been created in the region (Biotechnology and Medicine, Aerospace Instrumentation, Oil and Gas Engineering, etc.), which work on specific tasks of industrial partners, creating finished products.

As part of the project, an on-board radio complex for the Marathon multi-satellite group (within the framework of the Sphere project) was developed and tested in the region. NSU has gone from creating separate instruments to mass production of small spacecraft. The only testing laboratory in Russia for fiber optic sensors has been created, and vibroacoustic diagnostic systems are being developed. The oil and gas industry has launched a geophysical monitoring platform, which is used at the construction site of the SRF "SKIF", and an autonomous seismic monitoring system transmits data through satellites. In the field of biotechnology, new laboratories have been opened (genome-wide technologies, bioinformatics), work is underway to create a reagent base for personalized medicine.- Vadim Medvedev, Director General of the National Technological Initiative (NTI) Foundation, focused on critical conditions for the long-term success of the AES project after the completion of the grant support stage.

"The main risk is the loss of motivation of industrial partners to finance schools after the end of the state grant. Often industrial partners dissolve. Why? Because motivation is lost", the speaker noted.

That is why the expert called an important issue for the sustainability of AES a clear regulation of intellectual rights to developed technologies, as well as a stable model of financing AES by the industry after the grant, which directly depends on a well-thought-out intellectual property policy that guarantees the interests of both the university and the partner.

As a result of the speech, the experience of the Novosibirsk region was recommended for replication in other regions as a successful example of the integration of academic science, higher education and the needs of high-tech industry to respond to the challenges of the shortage of engineering personnel.

The Governor of the Novosibirsk Region stressed that the meeting with foreign participants of the Technoprom is becoming a traditional program event of the forum: "Taking into account that the main purpose of this forum is to build new strong ties between scientific and educational organizations of our states, I would like to note with satisfaction that this year, in addition to the traditional, already constant participation of representatives of the National Academy of Sciences of the Republic of Belarus, the heads of the academies of sciences of three more states joined the forum: Burkina Faso, the Republic of Mali and the Republic of Niger. My colleagues and I, for our part, are ready to support such a serious, thorough approach and assist in building cooperation in the educational and scientific sphere both with organizations of the Novosibirsk Region and with the Russian Academy of Sciences.

There are 22 universities in the Novosibirsk region, in which almost 103 thousand students study in more than five hundred areas of training. Including - almost ten thousand foreigners. Also in the Novosibirsk region there are almost 50 different academic, research and applied institutes. The final stage is the construction of a unique scientific installation - the Center for Collective Use "Siberian Ring Photon Source". At the end of this year, the first experiments will already begin on the installation. On December 15, an important meeting was held with the Deputy of the State Duma of the Russian Federation of the VIII convocation, First Deputy Chairman of the State Duma Committee on Regional Policy and Local Self-Government, Deputy Head of the United Russia Faction in the State Duma of the Federal Assembly of the Russian Federation and coordinator of the federal project "Choose your own" Sergey Morozov.

The event was held at the headquarters of public support for the All-Russian political party "UNITED RUSSIA".
The event was attended by:
- Sergey Morozov - Deputy of the State Duma of the Russian Federation, Deputy Head of the United Russia faction,
- Irina Manuilova - Deputy Governor of the Novosibirsk Region,
- Anastasia Ivashina - Executive Director of the Fund for Scientific and Technological Development of the Novosibirsk Region.

The meeting was also attended by Veronika Nadiak, the winner of the online dictation. During the meeting, the results of the past Scientific and Technological Dictation were summed up, the contribution of the organizers and participants of the Dictation was noted, letters of thanks were presented.

We managed to discuss the plans and prospects for the development of Dictation next year. The high quality of the organization of Dictation events was noted and the importance of conducting Dictation in educational institutions throughout the country was emphasized as a way to draw the attention of young people to science.
