“GENOME EDITING”

The genome editing methods that have emerged in the past few years have revolutionized the life sciences. Targeted genome modification of any organisms suddenly became available to almost everyone. Research in this area hasevolved so rapidly that the Science Magazine named genome editing as a breakthrough of 2015. Using new technologies, breeds of farm animals and plants that are more productive and resistant to diseases and adverse conditions are being developed around the world.

New organisms that are used as models of diseases andprimaryproducers of medicines are being created. Approaches are being developed to replace entire populations of carriers of dangerous diseases with modified organisms in which pathogens are not able to survive. Even with all the ethical problems surrounding themanipulation of the human genome, the therapeutic potential of genome editing is becoming all the more evident.

It is clear that genome editingtechnology opens up new market opportunities for developing innovative products and technologies. However, the number of private companies involved in the development of products using genome editing is still small.

What are the business opportunities that genome editing gives? What markets and industries will be created?

“ADDITIVE TECHNOLOGIES IN METALLURGY AND MECHANICAL ENGINEERING”

Additive technologies allow the full implementation of the basic principles of the creation of machine parts from new generationmaterials envisaged in the Vision 2030 Strategic Directions for the Development of Materials and Technologies.

Russia aims to be involved in the active development of industries of additive technology in themodern manufacturing of the most important components of machines and mechanisms without owning its own technological base for the realization of this task.

The backbone objective of Siberian Metallurgy and Engineering Cluster of Additive Digital Technologies and Productions is to create high-tech competitive digital additive manufacturing products and services in the Novosibirsk Region and Siberia Region, based entirely on domestic developments, including privately-owned3D printers and adaptive powder production.

The successful overcoming of dependence on imports of additive technologies is crucial for the effective modernization of engineering production and introduction of innovations.

“DO IT IN RUSSIA: REGIONAL AGENDA”

The re-industrialization of the economy is one of the priorities of the Government of Russia. The state is implementing a policy of import substitution in traditional commodity markets. To promote Russian producers on the “markets of the future”, the National Technological Initiative (including STI TechNet Road Map) is being implemented. The program for product support under the single title “Made in Russia” was launched.

What are the best practices of implementing new industrialization programs in Russian regions? Should we rely on traditional industries, or the future markets belong to STIs? What measures of support for re-industrialization do federal authorities, development institutes, and public corporations have? How can the competition in the “new industrial revolution” be won?

“INDUSTRIAL INTERNET”

Development of information technologies has a decisive influence on all spheres of human life.  In the 1990-ies, wired Internet destroyed barriers to the distribution of information. In 2000-ies, mobile Internet destroyed borders between people, affecting not only education, culture and medicine, but also habits of people. However, the growth in the number of smartphones and tablets, high popularity of social networks will soon become nothing compared to the emerging Internet of Things - ecosystems of many standalone devices, sensors, controllers, robots, home appliances, vehicles, machines, etc.

The parallel development of information and production technologies remains in the past. We entered the era of “Digital Production”.

What new benefits can be gained from the integration of technologies of Industrial Internet for production and products? What are the obstacles in the way (technologies, security, standards)? Should there be a border between the Internet and the Industrial Internet? People and things: what are the new aspects of their interaction? Machine learning, artificial intelligence in analyzing big data: how does it affect the production environment? New distribution of responsibility for computer-based decisions.

“INDUSTRIAL CLUSTERS AS A TOOL TO IMPLEMENT INDUSTRIAL POLICY”

Strategic directions for the development of sectors of the Russian economy defined under the STI need a step-by-step realization by enterprises of the real sector. Transfer from strategic goals to specific activities and projects requires new approaches in the implementation of innovation and industrial policy both at the federal and regional level.

The practice of forming industrial clusters shows that industrial enterprises and regional authorities use this tool not only for import substitution, but also to address issues such as involvement of small and medium businesses and academic institutions in cooperative chains of larger enterprises, increase of civil production of the military-industrial complex through the transfer of advanced “dual-use” technologies, organization of high-tech product exports.

The aim of the Roundtable is to develop approaches to advancing spacial and industrial development of leading branches of Russian economy, taking into account current international practices.

Industrial clusters as a tool for development cooperation of industrial enterprises in the regions.

Opportunities of industrial clusters to increase competitiveness and diversification of the Defense Industry enterprises.

Implementation of projects under the STI roadmaps as a means of ensuring technological leadership of Russian enterprises.

During the transformationof the Russian economy to a new technological status and the development of the digital economy and its important component -digital manufacturing, the role and place of the engineering community

increasesgreatly.  There are professional engineering associations and organizations in Russia. However, the interaction between them is rather weak. There is also an urgent need to build and develop a national system of engineering in Russia.

The Engineering Assembly of Russia brings together leading professional engineering communities to discuss and find answers to topical engineering questions for Russia: social and economic status, prestige of an engineer; improving continuous engineering education; government support and regulation of engineering; development of engineering entrepreneurship, etc.

“MECHANISMS OF OPEN INNOVATION IN ENTERPRISES OF THE DEFENSE INDUSTRIAL COMPLEX”

Most technology projects are initiated by scientists based on research directions that they deal with. Firstly, such projects are not always focused on creating competitive products, and secondly, they require too manyresources for implementation. The key problem face bytheenterprises of the defense industry complex is their inadequate ability to identify promising niches in civilian markets and thereby attract resources to launch products. The purpose for theintroduction and development of mechanisms of open innovation in defense industry enterprises, including accelerating programs, is to find ideas and markets for new products, develop prototypes, perform project feasibility study, identify potential customers, and attract investments. The key results of the implementation of the innovation system in defense industry enterprises include thedevelopment of new demanded civilian markets for innovative products through the creation of new technology companies, with the participation of a partner company, or implementation of innovations in business processes within a defense industry enterprise.

What are the current practices for the implementation and development of mechanisms of open innovations in defense industry enterprises? What are the success factors for the implementation of these programs? What financial results can we expect from them?
